Barrett Dam originated in the 1890s, when the SCMWC designed the small masonry and concrete diversion dam shown here in 1897. The site was in a narrow canyon at the confluence of Cottonwood Creek and Pine Valley Creek. The company owner, John D. Spreckels, hoped to feed water from the dam via a conduit to the Lower Otay Reservoir. In the end, he abandoned the project because the dam was too small to create a reservoir with sufficient supply to survive a drought, and he discovered several significant structural issues with the dam’s foundation. At the time Spreckels recognized the project’s limitations, he was already in negotiations with the city over the sale of Lower Otay, so he gladly relinquished the dam site and his entire water system to the city in 1912.
